In the early 1980's, shortly after we opened Resorts International in Atlantic City, I worked with your Legislature on a bill that would have allowed slots at the West Virginia racetracks, and even spoke to community groups in the potential communities. But we were unsuccessful, with the perceived negatives of gaming still working against new jurisdictions. And West Virginia was very similar to Atlantic City in that we both depended on other state's population for most of our gaming revenues.
