WYNN GETS FEWER TABLES

Wynn’s new Macau casino will get fewer tables than sought and fewer tables than its recently opened competitors.

The government will only allow 100 tables initially at the $4 billion Wynn Palace and just 50 more over 16 months. That compares to 250 each granted to Galaxy II and Melco Crown’s Studio City in two phases after they opened last year.

Further, all tables at Wynn Palace are limited to mass-market.

The limited number of tables for Wynn suggests similar caps for Las Vegas Sands’ Parisian that opens next month and MGM Cotai, which opens early next year.

It is premised on the government’s several year-old policy of allowing just 3 percent growth citywide in table games.

CEO Steve Wynn recently said he expected approval of 100 tables and would move 250 underperforming tables from Wynn Macau to the Palace. However, Wynn did not discuss a second allocation, which is how Galaxy and Studio City reached 250 new tables, whereas the Palace apparently will be limited to 100 fewer.

Steve Wynn spent considerable time on his second quarter conference call explaining how two-thirds of VIP tables were unprofitable and how the company will focus on profitable deployments of tables in an apparent effort to head off negative investor reaction to the lower table allocation.

So far, his efforts appear largely successful. Wynn Macau stock slipped just 0.15 percent in Hong Kong after the government’s announcement. Wynn Resorts stock fell just 2.83 percent Friday.

PHILIPPINE GAMING TAXES TO RISE

Manila’s gaming industry might soon pay higher taxes.

New PAGCOR President Andrea Domingo wants to revoke a previous ruling that lowered taxes and fees for land-based casinos two years ago, meaning tax rates would effectively jump to 15 - 25 percent, the Manila Bulletin reported.

The change would take place as soon as possible, she said.

On the iGaming side, having stopped issuing new licenses, the Philippine government will now look at the practices of existing licensees in the so-called CEZA free trade zones, gaming regulator PAGCOR says.

PAGCOR began its crackdown when new President Rodrigo Duterte took office railing against online gaming.

Melco Crown and Bloomberry currently have land-based casinos in Manila in operation, while Kazuo Okada-led Tiger Resorts plans to open this year.

AMAYA MAKES CEO CHANGE PERMANENT

Amaya led off its second quarter earnings release announcing that interim CEO Rafi Ashkenazi is now permanent CEO.

Ashkenazi had replaced David Baazov who is under investigation for possible insider trading and who is trying to take AYA private.

The company said its special committee on strategic alternatives has talked to several parties and is still in discussions - one of the parties likely being Baasov.

AYA’s second quarter earnings highlights can be viewed below in the Investors section.

VICTORYLAND TO REOPEN

Victoryland, once the South’s biggest gaming machine operator, has announced it will reopen on September 6.

The former greyhound track was shut down by the state of Alabama three years ago for allegedly operating illegal slot machines.

However, a court earlier this year ruled that the former e-bingo parlors could not be closed as long as other electronic bingo centers continued to operate, a reference to the Poarch Creek Indians’ three Class II casinos.

Victoryland had more than 6,000 e-bingo machines at its peak, and the state as a whole was a significant market for slot machine manufacturers with more than 10,000 machines.

GA TO TRY AGAIN

Supporters of legalizing casinos in Georgia are preparing for a second run at it this coming year.

They have started with a report released by the Committee to Preserve HOPE Scholarships saying the fund will run out of money before today’s pre-K students are of college age.

Sen. Brandon Beach says he will again introduce a bill to legalize horse race betting and casinos to raise money for HOPE, the Atlanta Journal-Constitution reports.

Pro casino forces are lining up lobbyists for the effort with MGM Resorts alone hiring 16 of them, the newspaper said.

MGM was the initial force behind last year’s bill to allow two casinos in the Atlanta area and two elsewhere in the state.

UK STUDYING E-SPORTS

The UK could be moving to declare various kinds of wagering on eSports as gambling that must be licensed and regulated.

The UK Gaming Commission said it has begun a discussion of the topic, along with the use of virtual currency in gambling.

The discussion paper is at: http://www.gamblingcommission.gov.uk/pdf/Discussion-papers/Virtual-currencies-eSports-and-social-gaming-discussion-paper-August-2016.pdf

REVENUE REPORTS: AC

            • ATLANTIC CITY had its best month since April in July, with land-based and i-gaming combined revenues up 6.91 percent.

Results benefited from one additional weekend date, lucky play at the Tropicana and significantly higher i-gaming revenues out of Resorts’ sites given Amaya’s PokerStars launch earlier this summer.

On the downside, the Trump Taj Mahal posted the biggest decline in revenues as the strike of UNITE HERE’s union employees continued.

Factor out the Taj, which is slated to close after labor day, and AC land-based revenues would have been up 6.43 percent.

Internet gaming soared 38.60 percent as every operator jumped double digits and Amaya had its impact on Resorts, leading to 446.70 percent increase, though total revenues remain behind the others.

AC revenues have now been posted year-on-year growth three out of the last seven months.

ANALYSTS: AYA, GC, MACAU

            • AMAYA. Chad Beynon of Macquarie shaved his target by C$1 to C$27.

AYA’s refocus of marketing to recreational poker players, re-launching its online sports book and marketing and online casino should result in healthy earnings growth, Beynon said.

He forecasts AYA will earn $1.60, $1.79 and $1.88 a share this year, next and in 2018.

• GREAT CANADIAN. Scotia Bank has raised its target on Great Canadian by $4 to $26 following GC releasing second quarter earnings.

• MACAU. On the surface, second quarter casino EBITDA in Macau looked better than it actually was as the 4 percent decline from the first quarter was partially inflated by one-time items, Kenneth Fong of Credit Suisse said.

Normalized EBITDA fell 7 percent, he said.  Investors should remain cautious as the new casinos open in Cotai, Fong stated.

• KANSAS. JNB Gaming-managed Kansas Crossing casino hit a development milestone with the final steel beam placement.

With that mark reached, JNB will now accept player club registrations.

Kansas Crossing is scheduled to open in March with 625 slots, 16 table games and a 123-room hotel.

• LAS VEGAS. The NHL expansion team coming to Las Vegas next fall will be named the Red Hawks, Desert Hawks or Nighthawks, Sports Illustrated reported based on three domains registered by team owner Bill Foley.

The team will play in MGM Resorts T-Mobile arena.

• MAINE will consider legalizing daily fantasy sports next year, Maine Public Broadcasting reported.

Sen. Roger Katz has introduced a bill to be considered calling for a DFS study.

Atty. Gen. Janet Mills has said Maine law is ambiguous whether DFS is a game of chance or skill.

• NEBRASKA. There will be no referendum in Nebraska on legalizing casinos.

After the state disqualified numerous signatures on petitions, promoters of the referendum were able to certify just 77,953 names, far fewer than the 117,185 required to put the referendum on the November ballot.

            • NEVADA regulators are considering single wagering accounts that would allow players to bet on slots, tables and sports.

The accounts would reduce the amount of cash players carry.

            • NEW YORK. If New Jersey passes the referendum allowing two casinos in North Jersey, New York could fast-track three authorized casinos in the New York City area, Sen. John Bonacic, the chairman of the state Senate gaming committee says.

Crown currently operates Victoria’s only casino.

The state government has long-said it won’t issue additional licenses.

INTERACTIVE: AUSTRALIA

            • AUSTRALIA. The national Australian government has announced it will push to tighten online gaming rules and will aid states in tightening rules aimed at reducing problem gambling.

Perhaps most controversially, the government will propose penalties for so-called click-to-play in which players make in-play sports bets on their cell phones without ever talking to a person on the other end.

The government says the practice circumvents the intention of current law that limits in-play betting to actual telephone calls.

Another prominently debated rule would prevent directors of unlicensed off-shore Internet gaming operations from traveling to Australia.

The government will also provide for practices such as player self-exclusions.
