VIRGINIA GUV AMENDS PETERSBURG CASINO BILL

            The Virginia Legislature will now have to approve an amendment added to the Petersburg casino bill by Gov. Glenn Youngkin before he will give his final signature.

The amendment to the bill allowing Petersburg to become a casino host city pending voter approval via referendum, eliminates the clause requiring the bill to be passed in two separate sessions, the Petersburg Progress-Index reported.

That clause was added by the House before being approved by the chamber and remained in the bill’s language in the version passed by the Senate, though the Senate ok’d it with the expectation Youngkin would move to axe it, the Progress-Index reported.

The amended bill only needs a simple majority from each chamber to pass.

A public town hall is scheduled for April 14 allowing Petersburg residents to hear from the five casino operators that have submitted interest in what would be the state’s fifth and final casino license.

Those operators include Cordish Cos., Bally’s, PENN Entertainment, Delaware North and Rush Street Gaming.

 

MACAU GAMING CREDIT BILL AMENDED

            The draft bill putting tighter regulations in place on the issuance of gaming credit in Macau has been amended giving Macau’s Chief Executive additional authority on the issue.

            Under the amended bill, Macau’s Chief Executive will now be able to ban any of the six casino concessionaires from issuing credit if there is a reason for public interest, though the bill doesn’t define what circumstances public interest is defined as, Inside Asian Gaming reported.

            Junkets will not be permitted to issue credit under the new framework. The issuance of credit will be solely allowed for casino operators, though junkets will be able to contract with operators to carry out credit services as long as the money lent belongs to the casino.

            The bill is expected to go into effect on August 1.

LVS’ MARINA BAY SANDS EXPANSION TIMELINE SET

            Construction on Las Vegas Sands’ Marina Bay Sands’ $3.3 billion expansion in Singapore is set to begin in July of next year, and to be completed by July 2029.

            The development will include a 587-room hotel tower, the casino’s fourth, a 15,000-seat entertainment arena, conference space and retail space.

            Massachusetts-based Safdie Architects will design the additions.

            This comes as LVS is spending US$750 million to revamp Tower 3 at Marina Bay Sands, including renovated rooms, an updated hotel lobby and rooftop Sands SkyPark.

            That projects is set for completion early next year.

CHDN OPENS TERRE HAUTE

            Churchill Downs opened the $290 million Terre Haute Casino in Indiana on Friday.

The property saw strong crowds according to local news site WTHR-TV, with more than 2,100 people visiting the casino in the first hour alone.

The casino has 1,000 slots, 36 table games, a sportsbook and several restaurants and bars.

 The 122-room hotel and rooftop lounge are slated to open May 15.

DOI REQUESTS ANOTHER EXTENSION IN WEST FLAGLER CASE

            The Department of the Interior requested another extension, now to May 12, for its deadline to respond to pari-mutuel operators West Flagler and Bonita-Fort Myers against the Seminole’s gaming compact in Florida allowing exclusive rights to online sports betting.

            The department was previously granted an extension by the US Supreme Court for April 12, but it now claims they need additional time because its attorneys have been busy at court with other legal proceedings.

West Flagler has sued the Interior Department over its 2021 approval of the gaming compact related to the provision that any bet placed in the state is deemed to have been placed on Indian lands if it flows through a tribal server.

West Flagler’s position is that the Indian Gaming Regulatory Act authorizes the secretary to approve compacts governing gaming on Indian lands, which doesn’t include bets placed off-reservation.

EKG: Q4 SLOT REVENUE, SALES UP SEQUENTIALLY

            In the fourth quarter, B2B electronic gaming machine revenue fell 4 percent year-over-year but rose 1.2 percent quarter-over-quarter to $1.2 billion, according to the EILERS Gaming Supplier KPI report.

            Aristocrat generated the most revenue in the quarter, and it along with AGS and Light & Wonder have increased market share over the last year, the report said.

            Game sales revenue fell 15 percent year-over-year in the quarter, but rose 6 percent compared to the third quarter to $639 million, marking an 18 percent rise above pre-COVID levels.

            Total US and Canada gaming machine shipments fell 17 percent year-over-year and rose 5 percent from the third to the fourth quarter to 23,100 slots, with average sales prices up 5 percent from the fourth quarter of last year to $19,700.

            IGT was the ship share leader with a 29 percent share of units shipped in the quarter.

            Non-big three suppliers accounted for 6,200 slot sales in the quarter, or 27 percent of total ship share.

EARNINGS US, CANADA: RVLY

  • RIVALRY, which bills itself as a sportsbook and iGaming operator aimed at Gen Z, grew revenue and profits by double digits in the full year 2023, it said in a preliminary earnings report.

            The company generated revenues of C$35.7 million and gross profits of C$16.2 million.

            Betting handle reached C$423.2 million, and RVLY saw all-time records in average handle per customer, up 30 percent and average revenue per customer up 38 percent as customer acquisition costs fell 15 percent to a record low.

           

            RVLY ended the year with all time high customer economic and diversified revenue streams in segments now including fantasy sports, online casino and online sports betting, it said.

            In the first quarter, RVLY invested in strategies to improve customer acquisition, including proven marketing strategies, higher-margin products and developing proprietary sports betting experiences, CEO Steven Salz said.

            So far 2024 is off to a strong start, with betting margins trending towards a more than 20 percent rise over the 2023 average, the company said.

ANALYSTS: RRR

  • RED ROCK RESORTS. David Katz of Jefferies boosted his target on Red Rock Resorts by $6 to $71 and reiterated his buy rating after management meetings.

            RRR remains bullish on the Las Vegas Locals market led by success at its Durango casino, Katz said.

            Katz is overall bullish on the company with the meetings providing further validation the stock value could go higher, pointing to RRR’s 441-acre bank of undeveloped land and the seven Nevada taverns it is expecting to open by the start of 2026.

            Some of those taverns will open by the end of this year and RRR foresees the segment to generate a 20 percent return on investment.

            Katz forecasts earnings per share of $1.91 this year and $2.21 next.

MARKETS

            US gaming stocks were mostly up Friday, with a North American advance-decline line of 33 to 17.

            AGS rose 9.66 percent while trading 3.2 times above its average volume to lead all advancers.

            DoubleDown Interactive traded 8.5 times above its average volume while dropping 5.84 percent.

            Rush Street Interactive hit a 52-week closing high at $7.03.

  • CENTURY CASINOS opened its $30.5 million The Riverview Hotel at its Cape Girardeau casino in Missouri.

The six-story, 68,000-square foot hotel features 69 rooms.

CNTY’s development of a new land-based casino in Caruthersville, Missouri remains on time and budget, CNTY also announced.

The $51.9 million casino and 38-room hotel is expected to be completed in the fourth quarter of this year

  • LOTTERY.COM subsidiary Sports.com has begun an initiative to significantly expand its content, starting with nine additional boxing events to be streamed in Africa and other regions.

This is an expansion of Sports.com’s agreement with United Kingdom boxing promo company BOXXER and Sky Sports.

  • DELAWARE NORTH’s Wheeling Island Casino reopened Sunday after closing April 3 due to flooding.

INTERNATIONAL: ALLWYN, CTM, DIGIPLUS, RAKE

  • ALLWYN INTERNATIONAL, the United Kingdom’s national lottery operator, has started to rollout new permanent point of sale lottery terminals to a small number of lottery retailers as it tests specialty retail kits and prepares for wider distribution of what it called the modernized terminals.

These will giver retailers the ability to display updated branded and call-to-action messaging on a local level for the first time, Allwyn said. 

Allwyn will roll out the machines to 40 retailers by the end of May, with 10,000 outlets getting updated equipment by the end of the year and the remaining lottery retailers in the UK to get updated terminals in 2025.

  • CATENA MEDIA appointed Michael Gerrow as CFO.

Gerrow, who currently leads the company’s financial planning and analysis functions, has over 15 years of experience in iGaming and marketing.

  • DIGIPLUS INTERACTIVE, formerly called Leisure and Resorts World Corp, is investing US$35.4 million in expanding its digital operations this year after seeing significant growth in its online bingo platform BingoPlus and online sportsbook ArenaPlus, Inside Asian Gaming reported.

DigiPlus also leases and operates land-based slot machines under a partnership with Philippine Amusement and Gaming Corp.

  • RAKETECH. The board nomination committee at Raketech has proposed Jon Moss join the board of directors.

Moss has extensive iGaming experience, RAKE said, including a decade as head of international development at Bet365.

SPORTS BETTING: FANATICS

  • FANATICS launched its online sportsbook in Illinois, marking the 19th US state where Fanatics Sportsbook is live.

            The launch comes two days after Fanatics finalized its acquisition of all PointsBet’s US operations.

  • MINNESOTA Sen. John Marty filed a new sports betting bill on Thursday including a higher tax rate to support problem gambling services which would include a $500 daily deposit limit, $3,000 monthly loss limit and ban live wagering on games.

            The bill, SF 5330, is the sports betting legalization bill introduced by Minnesota legislature and doubles the proposed operator tax rates from HF 2000 and SF 1949 also currently being debated in the legislature.

            SF 5530 would grant Minnesota’s 11 Native American Tribes exclusive authority to offer in-person and online sports betting, similar to HF 2000.

             

            Historical horse racing was not included in SF 5530 despite the state’s racing commission approval for two facilities earlier this week.

            Minnesota’s legislative session ends on May 20.

JURISDICTIONS AND MARKETS

US, CANADA: AC, MS

  • ATLANTIC CITY. A lawsuit challenging the loophole to New Jersey’s indoor smoking ban that exempts Atlantic City’s casinos has been filed by the United Auto Workers, which represents employees at Caesars, Tropicana and Bally’s, AP reported.

            The lawsuit aims at declaring that exemption unconstitutional on several merits, including equal protection under the law.

            Bills to ban smoking inside casinos and compromise legislation, which would allow smoking to remain on 25 percent of the gaming floor inside casinos, have failed to progress this session.

            Atlantic City’s casino industry opposes an indoor smoking ban.

  • MISSISSIPPI. A more than 20-year old lawsuit that could have wider implications on Mississippi’s casino industry has finally been settled by the state Supreme Court, the Biloxi Sun-Herald reported.

            At the heart of the lawsuit is the ownership of an acre of land from the east Biloxi waterfront to US 90, and whether it belongs to the property owner - the Aldrich family, or the state through a public trust, as it is considered tidelands. Tidelands, which are held in trust by the state for the public, is property subject to the ebb and flow of the tide and some casinos pay fees to the state to lease those tidelands.

The Supreme Court ruled it belongs to the Aldrich family, which had leased the property to Lady Luck Casino until it closed in 1998.

Property owner John Aldrich said many other developers have been interested in the property, but the dispute with the state has been too big of a hurdle.

A bill requiring any tidelands lease by casino developers to be approved by the Secretary of State is currently being debated in the state legislature.

That bill was sparked by the approval of RW Development for its long-planned casino in Biloxi after being denied three previous times for not controlling the property all the way to the water’s edge at the site between US 90 and Veterans Avenue. It was ultimately approved in December after securing a lease with the city of Biloxi and getting the green light from Harrison County to build a pier giving it connection to the waterfront.

TRIBAL: CT

  • CONNECTICUT. In a ruling that keeps its casino hopes alive, the US Supreme Court declined to hear an appeal from a group of Taunton residents that have filed lawsuits aimed at blocking the Mashpee Wampanoag from building a casino, the Boston Globe reported.

            The original lawsuit filed by the group of residents in 2016 was dismissed by a federal judge last year.

            The US Department of Interior placed 321 acres of land into trust for the tribe, with the Mashpee planning a $1 billion casino, though development remains paused.

            Taunton is about 45 minutes south of Wynn Resorts’ Encore Boston Harbor and just 20 miles east of Bally’s Twin River Lincoln casino.

INTERNATIONAL: CHILE

  • CHILE. Gaming revenues from Chile’s 25 land-based casinos fell 5 percent in January to €44.8 million, Gaming Intelligence reported.
